Senate Passes Stanley Bill to Support Transformative Maternal Health Model

OKLAHOMA CITY— The Oklahoma Senate unanimously advanced legislation Thursday establishing a framework for the Oklahoma Health Care Authority to receive federal grant funds aimed at improving maternal health outcomes across the state.

Senate Bill 1565, authored by Senator Brenda Stanley, R-Midwest City, defines the Transforming Maternal Health (TMaH) Model within Oklahoma’s Medicaid program. The model is a payment and service delivery approach developed by the Centers for Medicare and Medicaid Services (CMS) Center for Medicare and Medicaid Innovation, designed to promote a comprehensive, whole-person approach to pregnancy, childbirth, and postpartum care.

“Every mother deserves safe, high-quality care, and every baby deserves a healthy start,” Stanley said. “This legislation helps ensure women receive the support they need throughout pregnancy and postpartum, which will directly improve outcomes for their children. When we invest in mothers, we are also investing in the health and future of the next generation.”

The grant will support expanded services addressing the full spectrum of maternal health needs, including targeted nutrition support for pregnant and postpartum women, helping mothers maintain proper health and achieve healthier birth outcomes.

Stanley stated the program outlined in her bill aligns with federal initiatives to support healthier families, such as the Make America Healthy Again (MAHA) movement.

Oklahoma is just one of 14 states selected to receive the grant, which requires no state funding.

Senate Bill 1565 now advances to the House of Representatives, where it is authored by Rep. Emily Gise, R-Oklahoma City.
