Senate Approves Gollihare Bill Prohibiting Medicaid Funding for Gender Transition Procedures

OKLAHOMA CITY — Sen. Todd Gollihare, R-Kellyville, secured Senate passage of Senate Bill 904, legislation aimed at strengthening oversight of Oklahoma’s Medicaid program and ensuring responsible stewardship of public funds.

Senate Bill 904 focuses on prohibiting state Medicaid reimbursement for gender transition procedures and barring the use of public funds or state property for those procedures.

Gollihare said the legislation is about ensuring Oklahoma’s public institutions and taxpayer-supported programs reflect clear, defensible public policy.

“Medicaid is a critical program for vulnerable Oklahomans, and it has to be managed with discipline and transparency,” Gollihare stated. “This legislation is about making sure we are protecting taxpayer dollars while preserving access to care for those who truly need it.”

Gollihare emphasized that the measure draws a clear line around how taxpayer dollars can be used within the state’s Medicaid program.

“Oklahoma has a responsibility to set boundaries around the use of taxpayer dollars,” he said. “This measure makes clear that state funds, state property, and state Medicaid dollars will not be used for gender transition procedures. That is a legitimate policy choice, and it is one the state has every right to make.”

SB 904 now moves to the House of Representatives for further consideration.
