(Herbert/Beutler): Deletes the expiration date of 12/31/99
for the waste tire recycling program and provides that waste
tire fees are not due for tires sold when the waste tire
will be managed by the tire dealer in an out-of-state
facility. Procedures are provided for such dealers to obtain
a Tire Recycling Fee Exemption Certificate.
