$1.8 million was appropriated to the Department of Human Services (DHS) for Foster Care and Therapeutic Foster Care services for abused and neglected children. The funding will accommodate the 5% annual growth in foster care caseload. (SB 146)

The Legislature appropriated $5.7 million additional for FY'00 to cover costs of increased Medicaid enrollment of uninsured children (See Health Care Authority). (HB 1523)

The Legislature increased the budget of the Children First program by $2.6 million or 20%, which will allow some 260 nurses statewide to conduct regular home visits with first-time mothers. The program, which serves families from pregnancy until children reach age 2, bolsters parenting skills and family health. (HB 1523)

$218,000 was appropriated to the Oklahoma Military Department to match federal funds for youth programs at the Thunderbird Youth Academy in Pryor and Starbase Academy in Tulsa and Oklahoma City. The innovative programs allow at-risk youth to learn discipline and life skills from National Guard members. (SB 124)
