The General Appropriations (GA) Bill (SB 160), enacted April 3, funded base operations for all state agencies. To arrive at GA Bill funding levels, the Legislature used either the agency's FY'97 appropriation or the Governor's FY'98 budget recommendation, whichever was lesser. All additional funding decisions were made by the General Conference Committee on Appropriations.
