Table 2: FY'95 Supplemental Appropriations

These tables show supplemental appropriations made by the 1995 Legislature. A supplemental appropriation is made to agencies for a variety of reasons, including:

They have documented an unmanageable budget shortfall due to declining revenues or increasing costs;
They have an urgent opportunity that requires an appropriation before the normal budgeting process would deliver;
In the case of common education supplemental appropriations are sometimes made to fund costs of increased enrollment at growing school districts, since the funding formula historically has been based on prior year enrollment.

In some instances, a supplemental appropriation becomes part of the on-going funding for an agency. Often, however, supplemental appropriations are for specific one-time programs.
